Procedure

Apply In-Person:

1. Any wholesale dealer, commission agent, producer and retail dealer shall apply for the licence with the respective office of the district magistrate.

3. Please visit the respective office and consult with the concerned authority at the office to find the right office or department to apply for the scheme.
4. Go to the respective office or department. Consult with the designated authority about the updates in applying procedure if any. The applicant shall collect the application form or write on a plain A4 sheet as advised.
5. Please complete the application form. Attach the document as per the “Required Documents” section of this page and submit it to the designated receiving authority as advised.
6. After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted. Please pay the title licence fee and security fee as per the category of the applicant.

8. The authorities will make entries about this application in the manual record or electronically using the computer.#Acknowledgement receipt will be given against every form received. Please collect it and keep it safe for future reference.
9. Applicant will be informed of the probable date of getting approval.
10. ”SMS” triggered update on application status will be sent to the applicant’s mobile.
11. This application will be processed further. The applicants are advised to follow the notification.
12. The application will be forwarded to the respective department. The application, documents and details will be scrutinized by the department.
13. Once scrutinized, the application will be forwarded to the respective licensing department concerned. The department may conduct a site inspection if required.
14. Once the licensing team approves, the licence will be sanctioned.
15. The status, viz. Approval will be conveyed to the applicant through an “SMS” or by post or as per applicable norms.
16. The applicant shall visit the respective office as notified and follow the authorities guidelines to get the licence.
17. The licence will be delivered to the office address mentioned on the application through post or hand-delivered as notified, or it will be delivered as per applicable norms.
18. The whole process can be completed within 30 days or as per the timeline provided by the authorities.

• In case the firm is not a proprietorship concern the firm should submit a copy of Partnership deed duly attested by First Class Magistrate / Notary / Oath Commissioner and in case of Private Company or Limited Company, Memorandum of Association approved by the Ministry of Company Affairs, Government of India.

Eligibility

• The applicant should be a citizen of India.
• Those who are 18 years and above are eligible to apply.
• The applicant should not be a lunatic or is of unsound mind.
• The applicant should not be an insolvent.
• The application will be rejected if the applicant has applied for both wholesale and retail licence for the same trade article.

Fees

• The applicant shall pay the fees as per the authorities quote while applying.
• The applicant has to pay the security deposit for each commodity as per the norms.

Validity

• The licence will be valid for a period ending with the 31st December of the year in which it is issued, and may be renewed for a period of one year at a time.

Instructions

• The trader should prominently display the price and stock declaration board in the business premises.
• The trader should maintain a register showing opening balance, quantity received and quantity sold.
• The registered licence should be displayed prominently at the entrance of the business premises.
• Avoid spelling mistakes while filling the application form.
• Incomplete application will be rejected.
• Do not submit fake documents as a proof to get approval for the licence.

Need for the Document

• Traders can’t involve in trading of such commodities unless they hold a valid licence.
• This licence is implemented by the government in order to administer the essential commodities and also to ensure easy availability of essential commodities to consumers and protect them from exploitation by traders.
• The licence holders are monitored for variation in the open market prices of essential commodities and take appropriate steps to check any unwarranted increase in prices of such commodities and ensure easy availability of these commodities in the state.

• The traders are advised to store or have in possession the specified quantity as per the norms. Storing or having in possession more than the specified quantity is an offence.
• The business premises should be maintained with proper hygienic condition.
