Apply In-Person:
- The license is issued by the District Registrar of the Registration District concerned.
- The application form for the special examination of Document Writer License can be obtained from the Registrar of the Registration District. Location Link
- The applicant should pass the special examination to get the legal document writer’s license.
- The license is issued based on the requirement in each registration district and sub-district.
- The exam will be notified from time to time by the Inspector General of Registration.
- The notification for the exam is published in the official Gazette and also in daily State level newspapers for the respective district.
- The application should be filled by the applicant in his own handwriting.
- Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
- The filled application must be submitted to the licensing authority.
- The selected candidate has to deposit a license fee of Rs.5 within a month for obtaining the document writer license.
- The complete fee details are mentioned below in the “Fees” section of this page.
- The fee should be deposited in the treasury name “IX-Registration”.
- The fee deposit information should be intimated to the licensing authority.
- Failing to deposit the License Fee will end up in the rejection of the license.
- The registrar can accept or reject the application after checking the eligibility criteria and will intimate the candidate.
- If the applicant is eligible, then the document writers license will be approved and issued to the applicant by the District Registrar of the Registration District concerned.

The documents required for the document writer application are:
- An attested copy of Matriculation or Higher Secondary Passing Certificate
- An attested copy of Character Certificate
- Recommendation Letter
- Occupational Proof (If any)
- Proof of fee payment – Challan Receipt in the name of Treasury

EligibilityEdit
To obtain the document writer license,
- The individual should not be less than 18 years of age.
- The individual should have passed Matriculation or Higher Secondary Examination, or its equivalent.
- The individual should pass the special examination.
- The individual should be of good character.
- The individual should have passed the Senior Secondary School examination or its equivalent.
- The individual should not be a government authority/ Local authority.
EXCEPTIONS:
- The licensing authority can exempt the basic eligibility for the candidates and can relax the minimum educational qualification belonging to;
- Any Backward Class
- SC
- ST
- The above category people can have a Middle school Examination to write the document writer licensing exam, if licensing authority permits.
FeesEdit
- The license application fee is Rs.5
- The renewal application fee is Rs.5.
- In case of obtaining the duplicate copy, lost or damaged license - Rupee One
ValidityEdit
- The license is valid till 31st December of ever year, irrespective of the issued date.
- The license has to be renewed by paying renewal application fee of Rs.5.
- The license renewal application has to be made 15 days before the expiry date.

EXAMINATION – Licensing of Document Writers
- The document writer license is obtained by passing the special exam conducted by the Inspector General of Registration.
- The exam is conducted by the Inspector General of Registration.
- The candidates are tested on:
- Document Writing – 100 marks
- Legal Procedure - 100 marks
- The Indian Registration Act, 1908
- The Punjab Registration Manual.
- The Indian Stamp Act, 1899
- The Indian Stamp Manual;
- Section 54, 107 and 123 of the Transfer of Property Act, 1882
- The Indian Stamp (Himachal Pradesh Amendment) Act, 1970
- Dictation and Calligraphy in, Hindi and Urdu - 100 marks.
- The exam is conducted for 3 hours and the passing qualification is minimum 33% in each subject, and an overall 50%.
- The finalized merit list of the eligible candidates is prepared by the Inspector General of Registration.
- The qualified candidates from the merit list are granted with the Document Writer License by the licensing authority.
- As the notification for the exam is published from time to time, the candidates should carefully follow the exam update from the official Gazette and state newspaper.

- The details to be filled in the application form is:
- Name
- Father’s Name
- Date of Birth – Based on British Calendar
- Residential Address
- Current Occupation (if any)
- Two Referral Person Names
- Whether the applicant was ever convicted of any offence involving moral turpitude
- The place where the applicant desires to practice as a document writer
- Academic qualification of the applicant
- A treasury challan in proof of a deposit of Rupees five as fee
- An attested copy of the Matriculation or Higher Secondary certificate
- An attested copy of the Character Certificate obtained from a respectable person or from the Head of Institution which the applicant last attended
- The fee shall be deposited in the treasury under Head "IX-Registration-Miscellaneous".
