Apply In-Person:

To apply for a change of address in vehicle registration certificate in Jammu and Kashmir the applicant has to approach the RTO office to which your area belongs to.

Complete the application by filling up the application form 33A. Form- Link to download : Application Form
Application forms can also be obtained from the appropriate RTO offices.
Please make sure you have all the documents that are listed down the “Required Document” section of this page.
Submit the filled up form at the right counter along with the required documents and pay the appropriate fees.
The officer at the counter will start processing your application.
Physical verification of vehicle for chassis number will be carried. After verifying the submitted documents, officials will make the changes respectively.
Once the verification is carried out and changes are made successfully, change of address will be made on the RC.

To change or update address or information in vehicle registration certificate (RC), the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
The applicant will be taken to the “Manual” page where all the available services will be listed.
Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
Please follow the steps to complete the application.

Apply through centres:

To Change or Update Address or information in Vehicle Registration Certificate (RC), the applicant has to visit the Nearest CSC centre – link
- NOTE: Select the state, district name and block to view the nearest CSC centre address.
The applicant has to get the form from by visiting the office.
The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
The applicant has to attach the photocopies of the required documents along with the application form while submitting.
Submit all the documents with the completed form to the concerned officer.
The applicant has to pay the prescribed fee as requested by the authority.
After receiving the application, the concerned authority will check the submitted application and document set. #If all are in place, the application will be accepted.
An acknowledgment receipt will be provided. Please save it for future reference.
Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
Once the process gets completed, the applicant has to visit the centre to get the updated certificate.
The processing time for this procedure is up to 10 – 15 days.

Valid Insurance Certificate.
Affidavit sworn by the applicant before an Executive or First Class Judicial Magistrate or Notary public.
No-objection Certificate from the Financier if the vehicle is covered by Hire purchase Agreement/Hypothecation/Lease.
Proof of changed address. ( Ration card / Voter ID / LIC Policy)
Payment of green tax wherever applicable.

Pollution under control certificate
School certificate / Birth certificate

Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registrating Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.

Any change in the address of the vehicle owner has to be intimated and obtain a copy of the registration certificate
This change of address is required by the government bodies to intimate the permit holder for the dues, penalties or any intimation.
Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners. It is a requirement by the state.
After, one register his / her vehicle – He / She will receive a unique number to use it in number board
