Apply In-person

  1. To apply for special classification or exemption in respect of motor vehicle licence fees in person, the applicant should visit the nearest Registering authority in his/her province.
  2. The contact links for each province in South Africa are listed in the “Office Locations & Contacts” section of this page. Please click the link of your province and look for a nearest Municipality in your location.
  3. Contact the Municipality and get contact details about nearest Registering authority according to your location.
  4. Visit the nearest Registering authority and obtain the Application for special classification in respect of motor vehicle licence fees (ELF1) from the concerned department.
  5. Make sure that you have all the documents listed in the “Required documents” section of this page.
  6. Now, complete the application form with appropriate information about you and your vehicle for which the application is lodged.
  7. Submit it to the concerned authority at the Registering authority, along with all the required documents.
  8. After submission, the authority will check for legibility of the application and the validity of the attached documents.
  9. And if the application information and all the documents are found in order, a certificate for for Special Classification in respect of License Fees or Exemption from Registration, will be issued to the applicant.

  • Completely filled ELF1 form
  • Completely filled NCP form (notification of change of address or particulars of person or organisation)
  • Identity Document of the applicant
  • Registration certificate of the vehicle
  • Letter of authority from NRCS (rebuilt vehicle)
  • Residential address proof (Utility bill)
  • Affidavit confirming the applicant’s residence (in case of lack of utility account)
  • Confirmation letter from ward councillor (in case of informal settlements)

EligibilityEdit

  • If you have a motor vehicle that is not designed for transporting goods or people on public roads, you can apply to get the vehicle specially classified and exempted from licensing fees.
  • Vehicles that may qualify for special classification include a water boring machine, threshing machine, harvester, harrow, mower, baler, scraper, leveller, spraying machine, crane, plough, a vehicle adapted, rebuilt or changed to be used solely for racing purposes and/or exhibition.

  • If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
  • If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your residential address.
  • A Letter of authority should be obtained from the National Regulator for Compulsory Specifications (NRCS), in case of a rebuilt vehicle.

Need for the DocumentEdit

  • This application has to be lodged when the applicant has a motor vehicle which is not suitable for driving on public roads to get classified under special category and exempted from licensing fees.

The National Road Traffic Act only allows you to drive such vehicles on public roads for short distances to:

  • the premises of the owner for delivery
  • cross a public road from the premises of the owner to another over a distance of not more than one kilometer
  • proceed to or from a place where repairs are to be or have been effected to such motor vehicle.
