ProcedureEdit

Apply In-Person:

  1. To Apply for Retail License, the applicant must go to the Department of Mineral Resources and Energy (DMRE) office in South Africa. Contact Link
  2. The application form must be obtained from the authorities at the DMRE office, or else it can also be downloaded from the official website linked here. Application Form Link
  3. Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
  4. The application form must be filled with all the necessary details, and along with the required documents it must be submitted to the officials at the DMRE office.
  5. The DMRE will send a stipulating letter to publish the application notice in the newspapers.
  6. Then the applicant needs to publish a notice of the application in 4 newspapers at South Africa, and proof must be submitted to the DMRE officials.
  7. After that the application will be verified by the DMRE officials for the eligibility requirements.
  8. If the details and the documents submitted by the applicant is valid and legitimate, and then the Retail License application will be approved by the DMRE officials.
  9. After the approval, the applicant will be issued with the license card.
  10. After getting the Retail License, the applicant needs to submit information about the business annually using the Retail licence annual information submission form linked here. Additional Information Form Link
  11. The complete fee details to get the retail license in given below in the “Fees” section of this page.
  12. The processing time to get the retail license is maximum 90 days from the date of submitting the proof of newspaper publication notice to the DMRE officials.

  • A motivation for the retailing activity.
  • A certified copy of the applicant’s identity document, if the applicant is a natural person, and in the case of a non- South African citizen, permanent residence permit or employment permit and proof of residence in South Africa, or proof of domicile in South Africa, as the case may be. (OR) A certified copy of the business entity's registration documents, if the applicant is a corporate entity or a trust.
  • In the case of an application made by a natural person claiming to be a historically disadvantaged South African, a declaration by that person to that effect.
  • The net present value calculation including the result of the net present value calculation, and all data and assumptions used in the calculation of the net present value.
  • A declaration by the applicant stating that the applicant is not owned in any way by a licensed wholesaler.
  • In the case of an application made by a juristic person, a declaration on the extent of ownership of the business by historically disadvantaged South Africans as defined in the Charter.
  • In the case of a retail business owned by a licensed wholesaler for training purposes, declaration by the licensed wholesaler stating that the licensed retailing activity will be used for training purposes.
  • If necessary, the original or certified copy of a declaration by the applicant giving reasons why any attachment required is not provided.

  • Any person, a natural person, a trust or a juristic person, who is in possession of a Heritage Object and holds a permit to deal in and do anything is eligible to apply for the dealer application.

  • Retail License Annual Information Fee - R500.
