Procedure

Apply Online

1. To obtain Tobacco license, the applicant has to make the application in GoBusiness licensing portal link
2. Enter a search “Tobacco Retail Licence” then click on "Add to selection"> click on "Review and Apply" and then click the "Proceed" button.
3. The applicant can also make a search by clicking the “Government Agencies” and select “Health Science Authority” HSA and choose the appropriate service.
4. The applicant needs to login with either with singpass app or Singpass Id number and password

   Note: If you don’t not have an account you can register by clicking on register for Singpass, read the information marked 1 and 2 and agree to the terms and condition and click on register now, no the next page entry your personal information and submit. You will be issued with you Sing Pass ID number and password.

5. The applicant has to provide the general information and application details.
6. Make sure the applicant has a required documents that are mentioned in the “Required Documents” section of this page.
7. After successful submission the applicant has to pay the License fee of $400 (inclusive of a $60 non-refundable application fee) via credit or debit card.
8. The authorized officer will inspect the application Upon full compliance to requirements and submission of required documents, HSA (HEALTH SCIENCE AUTHORITY) will approve the application. The applicant will receive a notification via email and GoBusiness within 3 working days.
9. HSA will post out the License in 14 days upon successful payment.

Required Documents

• A copy of Applicant's NRIC
• A copy of ACRA registered Company Business Profile
• Tenancy agreement or lease (minimum one year occupation period from date of application)
• SFA Hawker Licence
• Site plan for outlets located at construction sites
• Letter from construction company allowing the applicant/company to operate their outlet at the construction site
• Authorisation letter (applicants applying on behalf of company)

Eligibility

Individuals above MLA:

• Who have not committed the offence of selling tobacco products to minors (persons below the MLA)
• Who have not been convicted of contravening any of the applicable laws or terms and conditions of the licence.

Companies registered with the Accounting and Corporate Regulatory Authority (ACRA) or companies or individuals licensed by the Singapore Food Agency (SFA) to retail food and beverages:

• Company Director.
• Sole proprietor.
• Partner.
• Company Manager or originator.

Fees

• Fee to Obtain license for Tobacco is $400 (inclusive of a $60 non-refundable application fee)

Validity

• The validity of the certificate is for one year.

Instructions

The retail of tobacco products is not allowed:

• To minors below the Minimum Legal Age (MLA).
• At makeshift or temporary stalls.
• In hospitals, medical clinics, pharmacies, Chinese medical halls, Traditional Chinese Medicine clinics.
• At gaming arcades.
• In youth-centric institutions under the Ministry of Education (MOE) or Ministry of Social and Family Development (MSF), such as:
  • Childcare centres
  • Pre-schools
  • Kindergartens
  • Rehabilitative homes
  • Schools
  • Institutes of Technical Education (ITE)
  • Polytechnics
  • Universities

Need for the Document

• A tobacco retail licence is issued specifically to a particular outlet. If a person operate more than one outlet, please make a separate application for each outlet.
• Any Person are allowed to start retail sales when the licence application is approved. Licences are non-transferrable between companies / outlets.

Information which might help

As a tobacco retail licensee, A person responsible for:

• All transactions of tobacco products carried out at your retail outlet.
• The actions of your employees.
• The supervision of the sale of tobacco products in compliance with the relevant laws.
  • Employees must be familiar with the laws governing the sale of tobacco products.
  • Non-employees are not allowed to handle and retail tobacco.
  • All tobacco products on your licensed premises can only be accessed by employees.
  • Only one packet of each pack size of each cigarette brand is allowed to be displayed in the tobacco storage unit, whenever exposed to customers or the public, whether during re-stocking or during a sales transaction. However, this does not apply to duty-free and specialist tobacconist businesses.
• Verifying the age of buyers.
• Retaining every invoice or receipt for each tobacco transaction for a period of 1 year from the date of issue. You should be able to produce these upon request by an authorised officer.
