Procedure

Apply Online

1. To Obtain General Waste Disposal Facility Licence, the applicant has to make the application in GoBusiness licensing portal link
2. Enter a search “General Waste Disposal Facility Licence” then click on "Add to selection"> click on "Review and Apply" and then click the "Proceed" button.
3. The applicant can also make a search by clicking the “Government Agencies” and select “National Environment Agency” NEA and choose the appropriate service.
4. The applicant needs to login with their Singpass Id number and password

   Note:
   If you do not have an account you can register by clicking on register now, read the information marked 1 and 2 and agree to the terms and condition and click on register now, no the next page entry your personal information and submit. You will be issued with you Sing Pass ID number and password.

5. The applicant has to necessary information and submit the required document that are mentioned in “Required Documents” section of this page.
6. After submitting the documents review the application and click submit.
7. The applicant has to pay the prescribed fee of S$300.00 via credit or debit card.
8. After successful payment the National environment agency will send out the General Waste Disposal Facility Licence to the stated email within stipulated period of time.
9. The applicant can check the status via GoBusiness licensing portal.

Required Documents

• Process Flow Diagram with description.
• A copy of the most recent Industrial Allocation (IA) approval by the Central Building Plan Department (CBPD)
• A copy of the scheduled maintenance programme of all major equipment for the first year of operation (for new disposal facilities) or for at least one year of operation from the date of application (for existing disposal facilities)
• Authorisation of Applicant (Authorised Personnel) form if filer other than the Director is applying for the Licence.

Eligibility

Facilities which do not receive, store, sort, process or treat any of the following types of general waste AND which have an overall design capacity* below 5 tonnes per day are exempted from the General Waste Disposal Licence:

• Mixed waste similar to the type received at public incineration plants,
• Food waste,
• Waste generated from the manufacture of electrical and electronic products,
• E-waste,
• Spent copper slag,
• Used cooking oil received from businesses and industries.

If the General Waste Disposal Facility fulfils the above criteria, the applicant will still need to submit an Exemption Declaration. “Design capacity”, in units of tonnes per day, means the amount of waste the facility is designed to receive and process. The following facilities are exempted from the Licence and are not required to submit an Exemption Declaration:

• Bin centres
• Residential premises
• Machinery or apparatus used solely for the in-house processing or treatment of waste generated at the premises in which the machinery/apparatus is located, e.g. food waste composter/digester.

Fees

• Fee to obtain General Waste Disposal FacilityLicence is $300.00

Validity

• The General Waste Disposal Facility Licence is valid for two years.

• Paypal via GoBusiness Licensing Portal. In PayPal, applicants can make payment via credit card and PayPal wallet
• AXS kiosks, e-Stations and m-Stations; and
• NETS and Cash Card

• Any person or a business will needs to apply for a General Waste Disposal Facility Licence if they are currently, or intending to, construct, establish, maintain or operate a General Waste Disposal Facility. General Waste Disposal Facilities are defined as facilities that receive, store, process or treat general waste, and include recycling facilities.
