Procedure

Apply In-Person

1. To apply for a Certificate of Conformity Equivalent to a Habitability Permit (CCVH) in Saint-Louis, the person concerned should visit the Communal Development Agency of the City of Saint-Louis to apply (Please view address details under office location and contact section below).
2. Express your interest to the receptionist/ secretariat front desk and collect all the necessary Application forms and fill them accurately.
3. Submit the completed forms, attach to the supporting document file {as listed under required document section below} to the department concerned attending officer.
4. The officer will then verify, if all the necessary information and documents have been provided and that the applications comply with the selection criteria.
5. It is only after the deposit of the complete file and the payment taxes that the application file will be registered and recorded and applicants will be issued with an acknowledgment letter containing details of their application.
6. The copies of the application files will then be forwarded to the following competent authorities/departments (mentioned below) to conduct their due diligence independently and later forward their opinion to the Communal Development Agency.

   • At the Town Planning Department
   • To Municipal Technical Services (STM)

7. Upon receiving recommendations/opinions from all other competent authorities/departments, Communal Development Agency will further evaluate the request and decide whether to grant the request or not.
8. Applicants will be notified of the outcome by way of letter, if approved a certified certificate of conformity will be issued to the applicant, upon presenting his/her identity card and the approval letter to be validated by the Communal Development Agency of the City of Saint officer.
