Apply In Person
- To Apply for Plant Quarantine Clearance, the applicant has to approach the Bureau of Plant Industry (BPI), National Plant Quarantine Services Division link
- An application form will be provided to the applicant by the concerned officer. or it can be downloaded from the following link
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach the photocopies of the required documents along with the application form while submitting.
- Submit all the documents with the completed form to the concerned officer.
- The applicant has to pay the prescribed fee as requested by the authority.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- Once the verification process gets completed, the officer will come for the site – inspection to check the product quality.
- Also, the importer shall file with the PQS a duly accomplished Application for Inspection at least twenty-four (24) hours before the arrival of the consignment.
- The importer shall provide pertinent documents during the inspection, sample will also be collected for laboratory analysis.
- Upon successful completion of all the process, the applicant will get the Quarantine Clearance certificate through mail.
- This entire process can be completed within 3 – 4 weeks or as per the timeline advised by the respective department authority.

- Treachery challan
- Annual Income Tax Return with Audited Financial Statement of the owner/importer for the last 3 years
- Physical Sketch and GPS of the exact location of the warehouse
- 5R pictures of the warehouse with dated newspaper
- For Corporation: SEC Registration, Articles of Incorporation and By-Laws (with Cert. of Good Standing)
- For Cooperatives: CDA Registration, Articles of Cooperation and By-Laws (with Cert. of Good Standing/Cert. of Compliance)
- For Single Proprietorship: DTI Registration
- For PEZA Special Economic Zone: PEZA Registration
- Phytosanitary Certificate (original FAO/IPPC Model) issued by the PQ of the country of origin
- PQC/SPSIC (original copy) issued by PQS
- Bill of lading/airway bill

Need for the DocumentEdit
- The plant quarantine inspection and certification of plants, plant products and other material capable of harboring plant pests intended for exportation shall be conducted by the BPI Plant Quarantine Service whenever the Phytosanitary or Plant Health Certificate is required by the importing country.
