Procedure

Apply In-Person:

1. To obtain partial or whole building completion certificate, applicant has to visit the technical affairs department at Ministry of Municipality and Environment (MME) office.

3. Obtain the application form from the respective officer at MME office.
4. Now complete the form with necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
5. After filling the form, attach the documents mentioned in the required documents section below with the completed application form.
6. Check the application form and then submit it to the development and building permits section of the technical affairs department in the MME office. The address is mentioned in the office locations & contacts section below.
7. Now the authorities will verify your application and validate the submitted documents.
8. After verification process, authorities will inspect the building.
9. After the inspection, the applicant will be later requested to collect the partial or whole building completion certificate on a specified date.

Apply Online

1. To obtain partial or whole building completion certificate through online, visit the following link: Online portal
2. After visiting website, please click on “BP System Application” option at the beginning of the main menu.
3. If you already have an account, please enter your user name, password and verification code then click on “login” button.
4. If you don’t have an account, please visit the nearest MME office and create your new username and password.
5. After successful login, please select the appropriate service. Now complete the form with necessary information then you can upload the required documents mentioned in the required documents section below then click on applicable button.
6. Once you complete this, you will be redirected to a screen in which you can review your information.
7. After reviewing your information, pay the appropriate fees through your debit or credit card.
8. After successful payment, now the authorities will verify your application and validate the submitted documents.
9. After verification process, authorities will inspect the building.
10. After the inspection, the applicant will be later requested to collect the partial or whole building completion certificate on a specified date.

• Approvals of service providing entities as per type of building (e-approval).
• Certificate of conformity of materials and specifications used in construction.
• Copy of building permit and copy of additions and modifications permit (if available).
• Photo of site and sample of external painting.
• Technical report by the supervising consultant.
• Survey report.
• Copy of title deed and property layout.
• Copy of QID of landlord and applicant.
• Schemes as built in reality, stamped by the supervising consultant.
• Copy of advertisement permit.

Eligibility

• Applicant who have landlord Qatar ID card are eligible to apply.

Fees

• Applicable fees for building completion certificate issuance are as follows:
  • One villa (Personal accommodation): QR100.
  • More than one villa, or commercial, industrial or administrative project: QR1000.
  • Government projects and public housing: Exempted.

Validity
