Qatar - Obtain Building Permit for Deep Excavations and for Structures within Qatar Rail Protection Zones

Procedure

Apply In-Person

1. First contact the Qatar Rail Company (QRail) to obtain a form No-Objection Certificate (NOC). The NOC is mandatory for all works within the Rail Protection Zone (RPZ) as required by law, provide QRail with the proposed design details including, but not limited to, the following: a. Architectural plans, b. Location plan with coordinates, c. Structural plans including the design loading plan, foundation details and shoring system, and d. Borehole details. The QRail will evaluate your application and provide you the NOC.
2. Then use the Qatar National Datum (QND)(95) to determine the depth level of all excavation work on the subject Land Parcel
3. Once determined, commit to send all geotechnical information and soil/rock tests data to the Ministry of Municipality & Environment (MME) office Infrastructure Planning Department (IPD) to be approved and added to the Geotechnical Database at the MME. By filling the commitment of Geotechnical Investigation Contractor form.
4. Appoint a geotechnical consultant to undertake a detailed geotechnical investigation for the design of the excavation (including the excavation support) and retaining walls at the site and prepare a detailed Geotechnical Design Report containing recommendations for excavation and groundwater dewatering. The report should also include an Integrated Instrumentation and Monitoring Program to protect buildings, roads and adjacent utility service lines and to provide safety for site workers.
5. Submit the all geotechnical information and soil/rock tests data to the Ministry of Municipality & Environment (MME) office Infrastructure Planning Department (IPD) to be approved and added to the Geotechnical Database at the MME. Note that the Geotechnical data should be provided in AGS4 format and high quality PDF format.
6. The MME will scrutinize the provided data and if it meets the required MME standard, they will approve it and it to the geotechnical data base
7. Then appoint an experienced contractor using appropriate techniques and construction equipment to carry out the excavation works and dewatering of groundwater at the proposed land
8. Let the contractor to coordinate with the utility services providers to locate all existing utility lines that may be affected during the construction works. These may include, Water main lines, Sewer lines, electric cables etc.
9. The contractor will implement a well-defined program of site instrumentation and monitoring of the temporary work during construction

• You are eligible to apply for this permit if you wish to construct a deep excavations and build structures on land that is located within the Rail Protection Zone (RPZ) of QRail Rail alignment regardless of the depth of excavation.

Instructions

• If ground anchors are used to stabilize excavation sidewalls, it is your responsibility to include information about these anchors in the Design Geotechnical Report. The required information may include, but not limited, to the following: (I) Type and specifications of these anchors (diameter, length, angle of inclination, horizontal distance, vertical space of the anchors, etc.) (II) Installation locations (III) Methodology of installation (IV) required tests (V) Inspection and observation by a qualified geotechnical consultant during anchors installation. (VI) Detailed instrumentation and monitoring program in order to protect utility service lines and adjacent properties. (VII) The methodology of removing the ground anchors after completion of underground levels (the use of Removable Anchors) and the resulting voids/holes shall be sealed properly with non-expansive cement grout.
• In case that ground anchors will extend to the adjacent properties, Right-of-Way (ROW) and utility lines corridors, it is your responsibility to obtain a NOC from the property owner, utility service providers and relevant government entity. In addition, you shall obtain an approval from IPD for all ground anchors details in order to avoid conflict with existing and future infrastructures.
