Apply In-Person

  1. To apply for a Licence to operate as a Bookmaker for Local Horse Race, you should make your application to the Gambling Regulatory Authority (GRA). Please view the GRA contact details through this GRA contact details.
  2. Obtain the application form from the GRA office or download the form from the GRA website through this GRA Forms click on “Application for Licence to operate as Bookmaker for Local Horse Race” to open the form.
  3. Complete the application form correctly and obtain all the required supporting documents as instructed in the application form and attach the documents to the form in a single file.
  4. Then forward your complete application file to the Chief Executive, Gambling Regulatory Authority, Address: Level 12, Newton Tower, Sir William Newton Street, Port Louis.
  5. Upon receipt of the application, the GRA Anti-Money Laundering and Combating Financing of Terrorism (AML/CFT), will verify your application status and write their comment on the application.
  6. Then GRA licensing unit will check your application to make sure that you have provided all the required documents.
  7. Then the application will be forwarded to the GRA board for assessment, the board will review your application and the(AML/CFT) and the board will decide to either approve or reject or to put the application on hold.
  8. The GRA will then inform you of the board's decision and if your application is approved, you will be required to pay the necessary processing fees.
  9. Pay the processing fee to the GRA cashier and obtain the payment receipt.
  10. Upon the payment, the GRA licensing unit will process your application and avail the license for collection.
  11. Visit the GRA office and issue your valid identification documents for verification and then after you will be issued the license.

  • Company Business Registration Number (BRN)
  • Certificate from Corporate and Business Registration Department (Certificate of Incorporation) or Certificate of good standing and Business Registration Certificate.
  • A list including the names of Beneficial Owners, Shareholders, and Directors in the company, as the case may be.
  • Certificate of Character issued not later than 3 months from the date of application.
  • Register of director and shareholders or Annual Return.
  • Feasibility Report.
  • Latest audited financial statements or financial statements.
  • Latest Annual Report.
  • Certificate from a bank showing your company's/your financial status.
  • Site plan and lease agreement of the proposed premises.
  • The Gambling Regulatory Authority reserves the right to request any other document deemed necessary during the processing of the application.


Documents required on beneficial owners, shareholders, and directors in the company.

  • National Identity Card or Valid Passport with a clear photographic image.
  • Proof of address in the form of a utility bill dated less than 3-months or a bank statement. showing the address of the individual dated less than 3-months or a valid registered Rental or Lease Agreement along with Utility Bill in the name of Landlord.
  • Occupation Permit or Work Permit (for non-residents).
  • Bank Reference from a recognized banking institution stating whether the account has been maintained satisfactorily (Bank reference must not be more than 6 months).
  • Curriculum Vitae (where applicable).
  • Documents to act as proof of source of funds.

Persons and registered companies or businesses that wish to operate as a bookmaker for conducting fixed odds betting for a local horse race in Mauritius are eligible to apply.

FeesEdit

  • at the racecourse: Rs500,000
  • outside the racecourse: Rs 1,750,000
  • through remote communication: Rs1,750,000 in respect of the principal place of business
  • Rs20,000 in respect of every other place at which facilities are provided
