Procedure

Apply In-Person:

1. To apply for Telecom Cable Laying Service in person, the applicant has to make an application to the Honourable Minister of the Federal Ministry of Works and Housing.
2. The address and contact details of the Highways Planning and Development Department can be found in the following contact link
3. Visit the office with a letter of application to obtain Telecom Cable Laying Service from the Highways Planning and Development Department.
4. The letter of application should state the route required with start and end points of cable laying and total length (applied for Joint Inspection by Ministry officials from Headquarters and Field office).
5. Make sure that you have all the documents mentioned in the “Required Documents” section of this page.
6. Attach the Evidence of payment of outstanding annual maintenance fees and other documents with the letter of application. Then, submit it to the relevant authority at the office.
7. After successful submission, the applicant must pay the required charges for obtaining the service.
8. On receipt of the stipulated payment, the agency will start the assessment of the application and verification of the attached documents.
9. A Joint Inspection by Ministry officials from the Headquarters and Field office will also be conducted with the applicant.
10. The officials would also verify whether all the outstanding annual maintenance fees for earlier approvals has been paid without any due.
11. Once all these processes are over and permit is ready to be issued, the applicant will be informed through phone or email to collect it.

Eligibility

Any organization in Nigeria, that needs approval for laying ducts for fibre optic cables and use of thrust boring at road crossings, can apply.

Fees

• Fee for approval of laying cables initially is about 145 Naira per metre.
  
• Approval for Thrust Boring in a single location costs 350000 Naira.
  
• The applicant should also pay a maintenance fee of N20/metre, every year.
