Procedure

Apply In-Person:

1. To apply for Laying of Gas or Utility Pipe Lines Service in person, the applicant has to visit the Highways Planning and Development Department of the Federal Ministry of Works and Housing.

3. Visit the office with a letter of application to obtain Laying of Gas or Utility Pipe Lines Service from the Highways Planning and Development Department.
4. Make sure that you have all the documents mentioned in the “Required Documents” section of this page.
5. Attach the required documents with the letter of application and submit it to the relevant authority at the office.
6. After successful submission, the applicant must pay the required charges for obtaining the service.
7. On receipt of the stipulated payment, the agency will start the assessment of the application and verification of the attached documents.
8. An Inspection by Ministry officials from Headquarters and Field office will be conducted at the applicant’s premises, jointly.
9. Once all these processes are over and permit is ready to be issued, the applicant will be informed through phone or email to collect it.
10. Subsequently, the applicant should also submit drawings of the same premises once after the Gas or Utility Pipelines has been laid.

Eligibility

Any organization in Nigeria, that needs approval for laying Gas or Utility Pipelines on Nigerian Highways, can apply.

Fees

Fee for approval of laying pipes initially is about 250 Naira per metre.
Approval for Thrust Boring in a single location costs 350000 Naira.
The applicant should also pay a maintenance fee of N100/metre, every year.
