The application shall be made in writing using prescribed forms; Application for Renewal of Bookmakers License (Renewal) Form 1B and Probity Investigation Form For Licences And Permits Form; obtainable at any of the Betting Control And Licensing Board offices or directly download them via the Betting Control And Licensing Board (BCLB): Bookmaker Download Forms, or directly download them using these Application for Renewal of Bookmakers License (Renewal) Form 1B

Upon obtaining the application form, the applicant should legibly complete the forms, attach the relevant supporting documentation as listed under the “Required Documents” section of this page. The complete file should be submitted to the Betting Control And Licensing Board (BCLB) Offices.
The application shall be accompanied by all the applicable fees and all payments should be channelled as per the Board's preferable payment mode and proof of payment should be submitted together with the application file for processing.
Upon submission of the application, the receiving officer will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.
Where all the required information and documents have been submitted for processing, applicants will receive an acknowledgment receipt as proof of submission of the application and for future inquiry.
This is followed by an assessment of the submitted documentation, information, and inspection of the bookmaker business operating premises/facility, by a Board inspector to ascertain if the business premises has been maintained/operating as per the sets standards and determine if the information provided by the applicant is accurate.
A person shall not be issued with a bookmaker license unless the board—
- Is satisfied that the applicant has complied with all the regulations or the conditions set out in the license of registration; or;
- Has not committed any offense under the Betting, Lotteries, and Gaming Act/ Regulations or any other written law in respect of the activity for which they are to be registered.
After the document evaluation and inspection phases have been completed satisfactorily, which is usually within six (06) months, the bookmaker license is drawn up, the applicant is notified of the decision.
Where the Board is not satisfied that the application meets the requirements for the application, it shall reject the application and notify the applicant thereof in writing, stating the reasons for the rejection.
The applicant will be required to produce proof of identity when collecting the Booking License.

NOTE:

All renew applications will be subjected to an integrity vetting process and any false information provided by the applicants or other integrity issues will lead to prosecution and cancellation of the license.
A person who is aggrieved by the decision of the Authority in respect of a grant, refusal, renewal, or variation of a license may appeal to the Cabinet Secretary within 30 days from the date on which the applicant received notice of the decision.

Business form (sole Proprietorship of the joint venture).
Names of Directors and shareholders directorship to be supported by a current CR12.
A PIN certificate and Tax compliance certificate from Kenya Revenue Authority.
A copy of the certificate of incorporation or registration as the case may be.
Articles and memorandum of association for the company whose objects must among others include bookmaking.
Detailed model of operation for the bookmakers business and evidence of capacity to undertake bookmaking operation in a seamless manner.
A business plan showing the minimum investment and Sources of funding.
Submit a broad statement on the choice of Kenya for the licenses applied for and the anticipated benefits too:-
Punters/players
Kenyan public
Government of Kenya
Directors and shareholders
Certificate of Good Conduct for the Company Directors.
The proposed sports events and types of bets are to be offered for betting purposes.
The name and full address of the company that would be providing the applicant with the Bookmaking Odds, to be supported by a copy of the agreement between the applicant and the Odds Provider.
The proposed terms and conditions of the bookmaking operation.
Proposed bookmaking architecture.
Proposal on how to mitigate excessive play and underage participation.
Any other requirements that may be prescribed by the Authority from time to time.

ValidityEdit

The valid of the bookmaker license shall be mentioned on the license and shall remain valid for that specified period unless suspended or revoked or cancelled by the Authority.
The license should be renewed at least six (06) before the expiration of the current bookmaker license.

Betting Control and Licensing Board were established by an Act of Parliament Chapter 131, Laws of Kenya of 1966. The Board is responsible for regulating betting, lotteries, and gaming activities through the formulation and issuance of policy guidelines.
Over the last few years, the Board has implemented various measures, which have laid a firm foundation for the enforcement and implementation of gaming laws and regulations.
The Betting, Lotteries and Gaming Act Chapter 131, empowers the Board to license and control premises and the activities carried therein.

Need for the DocumentEdit

The bookmaker's license permits the holder to receive or negotiate bets.
No person can receive or negotiate bets, without a bookmaker's license issued by the Betting Control and licensing board, therefore the holder of the license needs to renew the license to continue with the operation.
