Apply In Person
- A person that is registered as a sugar mill or a jaggery mill must obtain a Mill Operating License from the AFA Sugar Directorate, which is under the Agriculture and Food Authority (AFA) to be able to commence operation. - Those eligible to apply to collect or download the Application for Licence for a Sugar Mill Form, obtainable at AFA Sugar Directorate office or download it via the AFA Website AFA Sugar Directorate Application Forms
- Upon obtaining the application form, the applicant should legibly complete the forms, attach all the supporting documentation as listed under the “Required Documents” section of this page and submit the complete application file to the AFA Sugar Directorate office for processing and consideration. Any omission of the required information or documents will render the application process incomplete.
- Upon submission of the application, the registering officer will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.
- The Director-General - AFA office may request additional information relevant to the application. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the application shall be rejected.
- After the document evaluation phase has been completed satisfactorily, the Director shall not issue a license unless-
- It is of the opinion that the applicant is a fit and proper person to hold such a license.
- It is satisfied that the applicant has sufficient knowledge, experience, and capacity to enable him to conduct business or that he has, amongst his staff, a person with such knowledge and experience.
- If approved the Director office shall prepare the license that shall be valid for a period of one (01) year, which indicates the approval scope and limitations. Every license issued shall specify the premises upon which the milling of sugar may be carried on.
- Before the license is issued, the applicant will be required to make payment for the license fee Ksh. 100,000.00 for white sugar mill and Ksh 10,000.00 for Jaggery mill. All payments should be made as per the Authority's preferable payment mode.

- The type of technology employed in manufacturing the products specified shall be adequately illustrated by flow diagrams of the process; list of major equipment.
- A brief description of the manufacturing process and production plan indicating the operational parameters of the factory and qualities of the end products.
- Sugar Miller Registration Certificate.
- Profile of all key personnel proposed for the mill in the management and technical areas.
- Any other additional supporting documentation as requested by the Authority.

- Registered sugar millers or jaggers with the Agriculture and Food Authority (AFA) are eligible to apply.
FeesEdit
The following fees are applicable:
- License fee Ksh. 100,000.00 for white sugar mill and Ksh 10,000.00 for Jaggery mill.
ValidityEdit
- The Sugar mill operation license is valid for one (01) year and shall expire on the 30th June next following the date of issue, unless revoked, suspended, or cancelled by the Authority.
- The certificate should be renewed at least 30 days, before the expiration of the current certificate.

Sugar Directorate of Agriculture and Food Authority AFA was established under the Agriculture and Food Act (Act No 13 of 2013) section 11(1). It is charged with the responsibility of developing, regulating, and promoting the Kenyan Sugar Industry.

Need for the DocumentEdit
A Sugar Millers/Jaggery License is a license issued to registered sugar millers and allows the holder to operate a sugar mill or a jaggery mill in Kenya for the production of sugar including refined sugar and other by-products.

The role of the miller is to-
- Harvest, weigh at the farm gate, transport and mill the sugar-cane supplied from the growers’ fields and nucleus estates efficiently and make payments to the sugarcane growers as specified in the agreement.
- Maintain and develop adequate milling capacity for sugar-cane planted on the basis of agreed planting plans with the growers and the out-grower institution;
- Mill the sugar cane efficiently so as to realize maximum returns for the millers and the growers.
- Pay the sugar-cane farmer within 30 days of accepting delivery or otherwise pay interest on the sum due at market rates, plus a penalty of 3 percent per month on late payment;
- Participate in lobbying for favorable Government policies in the industry through the Kenya Sugar Manufacturers Association.
- Maintain accurate weighbridges to ensure correct weight of sugarcane.
- Install and maintain appropriate systems and technologies for sampling sucrose content in sugar-cane delivered.
- Negotiate the sugar-cane price with the growers through the Kenya Sugar Manufacturers Association and formulate policies related to sugar marketing, distribution, and pricing.

The Kenya Sugar Directorate is charged with the responsibility of regulating, developing, and promoting the Kenya Sugar Industry. Its specific roles are to:
- Coordinate the activities of individuals and organizations within the industry.
- Facilitate equitable access to the benefits and resources of the industry by all interested parties.
