- Any person who wishes to engage in activities that involve ionizing radiation sources must obtain a Radiation Premises license from the Kenya Nuclear Regulatory Authority (KMRA) to do so. This is needed to ensure the safe use of atomic energy and nuclear technology to ensure that the operators/users, the public, and the environment are protected from the adverse effects of ionizing radiation. - Those eligible to apply to collect or download the Application for Registration/Licensing /Certification For Any Other Purpose Form- GKLRP6, obtainable at the Kenya Nuclear Regulatory Authority (KNRA) Office, or download the form via the KNRA website KNRA License Application Form
- Upon obtaining the application form, the applicant should legibly complete the forms, attach the relevant supporting documentation as listed under the “Required Documents” section of this page. The complete file should be addressed to the Director-General, Kenya Nuclear Regulatory Authority, and can be submitted to the KNRA office using the following avenues; physical delivery at any of KNRA offices, or via this email address [email protected] or via post, P.O. Box 19841 – 00202 Nairobi.
- Any omission of the required documents or information will render the application process incomplete.
- Upon submission of the application, the registering officer will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.
- The application shall be accompanied by an applicable license fee as per Legal Notice No. 160 of 2010 or as may be advised by the KNRA office. All payments should be made as to the Authority's preferable payment mode, please refer to the “Fees” section of this page for more information.
- The KNRA Director’s office may request additional information relevant to the application. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the application shall be rejected.
- The applicant will be contacted by a KNRA inspection unit office and make arrangements for a plot suitability assessment and issue to the applicant a site suitability report upon satisfaction that the plot is suitable for the construction of the radiation facility.
- Upon receipt of the application file and the site suitability report, the Director’s will further assess the applicant if he is a proper person to be granted the registration license by making such inquiry and consult such persons or authorities as it may consider appropriate.
- The KNRA will also consider any written notice of objection or other representations made by members of the public.
- After the document evaluation phase has been completed satisfactorily, the KNRA Director shall approve the Building plans and issue a written authorization for the intended construction of the radiation facility to the applicant.
- A notice of the decision (Approval, Deferral, or Rejection) for the application will be communicated to the applicant in writing or by phone.
- Where the Director is not satisfied that the application meets the requirements for the application, he shall reject the application and notify the applicant thereof in writing, stating the reasons for the rejection.
- Any construction of a radiation facility may only commence once written approval of plans had been received from the General Director of KNRA; and once all relevant permits and clearances relating to the infrastructure of the project have been obtained from relevant authorities.
- Upon completion of the construction of the premises, the applicant should contact the KNRA office immediately and furnish the Authority with all requested documents and information
- The KNRA Director’s office shall respond by arranging a facility inspection with the applicant to ascertain the authentication of the submitted documents and information and if the facility was constructed as per the approved plans.
- During the Inspection visit, any discrepancies will be brought to the attention of the applicant and corrective action must be taken before the facility is registered and licensed by the Authority.
- Upon successful implementation of any discrepancies, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
- While collecting the license applicants will be required to produce their identity document an approval letter to be validated by the KNRA licensing officer.
- The radiation license shall be valid for a period not exceeding one (01) year, which indicates the approval scope and limitations.
Appeals to the Minister
- An applicant or licensee may appeal to the Minister against the cancellation, suspension, or refusal to grant or renew a license within one month of a notice given to him to that effect.
- The Minister may, on consideration of an appeal, make such order as he deems proper and the order shall be final.

- A Radiation Safety and Protection program/plan; that addresses all relevant radiation safety issues including:
- For radioactive sources obtained regularly, the quantity in each shipment and the frequency of supply; radiation monitoring instruments available on the premises and their calibration; arrangements for personnel radiation monitoring; the proposed method for disposing of radioactive waste or of sealed sources that are no longer required; the security of sources; source storage conditions; the protective equipment that is required and handling techniques for the radioactive sources; the qualifications required of persons who use radiation sources; regular radiation safety training program for workers; where the sources are used for human diagnosis or therapy; the name and qualifications of the responsible medical practitioner, how patient exposures are justified and optimized and the dose guidelines adopted by the practice; details of emergency procedures, etc.
- A Scale Plan of the premises must be provided with the application showing the location where the radioactive sources are normally used, manufactured, stored, or otherwise dealt with;
- The plan must show the purpose of all adjacent areas and the nature of the construction materials. For unsealed substances, additional information on waste lines, laboratory facilities, surface finishes, and ventilation is also required. A report from a Qualified Expert must also be provided certifying that the premises and facilities are so constructed, and work practices instituted, that compliance with the prescribed dose and discharge limits will be achieved.
- Curriculum vitae and certified copies of academic certificates of the nominated radiation safety Officer and his/her Deputy.
- Certificate of Incorporation.
- Any other additional supporting documentation as requested by the Authority.

Any person or companies that engage in or intend to engage in any activities of the following activities that involve Nuclear Technology are eligible to apply:
- Acquire, own, possess, transfer, distribute, sell, use, manufacture, transport, import, or export any radioactive material, radioactive substance, or source.
- Administer any radioactive substance to any person for the purposes of diagnosis, treatment, or research.
- Add radioactive substances in the production and manufacture of foodstuffs, medicinal products, cosmetics, and products for household use.
- Physically or chemically alter or modify part or all of any radioactive material, substance or source or
- Manage or dispose of any radioactive waste.

Radioactive facilities will be inspected for licensing purposes as follows:
- Low risk – at least once in two years
- Medium risk – at least once every year
- High risk – at least once every six months; or as directed by the Board from time to time.

Information which might helpEdit
The license issued may:
- Be amended at any time on written notice to the holder by the Board, if in its opinion, the amendment is necessary for the purposes of public safety
- Be suspended or revoked by the Board if the holder fails to comply with the conditions contained in the license or laid down in the Radiation Protection Act or in any regulations made thereunder; and where a license is suspended or revoked the holder shall take such steps as may be recommended by the Board to ensure that no radiation hazards occur.
