*Any person who acts in contravention of or fails to comply with any order made of the regulations, will be guilty of an offence and will be liable on conviction to:

**Sixty thousand penalty units for a first offence and on conviction for a second or subsequent offence, to a fine up to sixty thousand penalty units or to imprisonment for a period up to six months, or to both.
