==Eligibility==&lt;br /&gt;
The candidate must have completed: &lt;br /&gt;
*a ProTeach Portfolio, or &lt;br /&gt;
*a program in another state whose advanced level certification program is comparable to that in Washington, as determined by the Professional Educator Standards Board, or &lt;br /&gt;
*a certificate issued by the National Board for Professional Teaching Standards (NBPTS) will satisfy the program requirement for the Professional Certificate&lt;br /&gt;
&lt;br /&gt;
&amp;#039;&amp;#039;&amp;#039;Issues of Abuse:&amp;#039;&amp;#039;&amp;#039; The candidate must have taken coursework in issues of abuse, which must include information related to identification of physical, emotional, sexual, and substance abuse; the impact on learning and behavior; the responsibilities of a teacher to report abuse or to provide assistance to victimized children; and methods of teaching about abuse and its prevention. &lt;br /&gt;
&lt;br /&gt;
&amp;#039;&amp;#039;&amp;#039;Testing for Out-of-state applicants:&amp;#039;&amp;#039;&amp;#039; To those who are applying for the professional teacher certificate in lieu of the residency shall successfully complete all required testing: &lt;br /&gt;
*Out-of-state applicants must pass a basic skills test (WEST-B) within 12 months of receiving a temporary permit.&lt;br /&gt;
*Out-of-state applicants must pass an endorsement content knowledge test (WEST-E) within 12 months of receiving a temporary permit.&lt;br /&gt;
*Note: Teachers with valid National Board Certification are exempt from certain testing requirements. &lt;br /&gt;
