#In order for a learner&amp;#039;s permit to be issued, 15, 16 or 17 years old applicants must obtain their parent&amp;#039;s or legal guardian&amp;#039;s permission (unless you are an emancipated minor). A parent or legal guardian must sign the application before you can take the test. If you are a foreign exchange student, you may obtain a Foreign Exchange Parental Authorization Form in advance, to be signed by a parent or legal guardian. A host parent cannot sign. This form is available at Motor Vehicle offices.&lt;br /&gt;
#Provide a valid social security number in your application or if you do not have one you must provide proof from the Social Security office that no number has been issued.&lt;br /&gt;
#Make an appointment for an exam by calling Central Scheduling, 802.828.2085.&lt;br /&gt;
#Your permit will be issued after you pass the vision and the written tests, pay the required fees and show proper proof of identification and Vermont residency.&lt;br /&gt;

==Required Documents==&lt;br /&gt;
===Proof of identity and date of birth===&lt;br /&gt;
Each applicant for a Learner&amp;#039;s Permit, Operator&amp;#039;s License, Junior Operators License, Commercial Drivers License or Non-driver ID is required to show documentary proof of identity and date and place of birth. Proof of identity shall be one (1) source document from the following list. Documents must contain the full name and date of birth and must be verifiable, i.e., DMV must be able to contact the issuing agency to determine the authenticity of the document.&lt;br /&gt;
*Valid, unexpired U.S. passport.&lt;br /&gt;
*Certified copy of a birth certificate filed with a State Office of Vital Statistics or equivalent agency in the individual&amp;#039;s State of birth.&lt;br /&gt;
*Consular Report of Birth Abroad (CRBA) issued by the U.S. Department of State, Form FS240, DS1350 or FS545.&lt;br /&gt;
*Valid, unexpired Permanent Resident Card (Form I551) issued by DHS or USCIS.&lt;br /&gt;
*Unexpired employment authorization document (EAD) issued by DHS, Form I766 or Form I688B.&lt;br /&gt;
*Unexpired foreign passport with a valid, unexpired U.S. visa affixed accompanied by the approved I-94 form documenting the applicant&amp;#039;s most recent admittance into the United States.&lt;br /&gt;
*Certificate of Naturalization issued by DHS, Form N550 or Form N570.&lt;br /&gt;
*Certificate of Citizenship, Form N560 or Form N561, issued by DHS.&lt;br /&gt;
*Driver&amp;#039;s license or identification card issued in compliance with the standards established by Real ID (cannot be expired more than one year).&lt;br /&gt;
*If name on license is/will be other than the name that appears on a primary source document (for example, through marriage, adoption, court order, or other mechanism permitted by State law or regulation), evidence of the name change through the presentation of documents issued by a court, governmental body or other entity as determined by the Commissioner is required. DMV will maintain copies of the documentation presented, and maintain a record of both the recorded name and the name on the primary source documents.&lt;br /&gt;
&lt;br /&gt;
Additional documentation may be required at the DMV&amp;#039;s discretion if documentation submitted is questionable or if there is reason to believe the person is not who she/he claims to be. Drivers license personnel will determine if documents provided from this list are authentic, valid, and acceptable. Photocopies and faxes of documents will NOT be accepted.&lt;br /&gt;

===Proof of United States Citizenship===&lt;br /&gt;
In addition to the ID requirements listed above, EDL applicants must also prove their U.S. Citizenship.&lt;br /&gt;
&lt;br /&gt;
At least ONE of the following must be presented.&lt;br /&gt;
*Original certified birth certificate issued by a government unit in the U.S. or U.S. territory. Birth registration and hospital issued birth certificates are NOT accepted.&lt;br /&gt;
*Valid, unexpired U.S. passport or passport card.&lt;br /&gt;
*Certificate of Citizenship (N-560 or N-561).&lt;br /&gt;
*Certificate of Naturalization (N-550, N-570 or N-578).&lt;br /&gt;
*Consular Report of Birth Abroad issued by the U.S. Department of State (FS-240, DS-1350 or FS-545).&lt;br /&gt;
&lt;br /&gt;
Name Changes (marriage, divorce, adoption, etc.): If your current license has a different name than your identity documents you must have evidence of legal name change. All documents must show the same name and/or date of birth, or an association between the information on the documents. Additional documentation may be required if a connection between documents cannot be established (e.g. Marriage Certificate, Court Order of name change, Divorce Decree, etc.).&lt;br /&gt;

&lt;br /&gt;
===Proof of Social Security number===&lt;br /&gt;
Vermont DMV must verify your SSN. Your name and date of birth will be verified with the Social Security Administration at the time of your application, through Social Security Online Verification (SSOLV). To document your SSN, present one of the following documents that contain your current name.&lt;br /&gt;
*Your Social Security card&lt;br /&gt;
*W-2 form&lt;br /&gt;
*Social Security Administration 1099 form&lt;br /&gt;
*Non-Social Security Administration 1099 form&lt;br /&gt;
*Pay stub with your name and Social Security number on it&lt;br /&gt;
&lt;br /&gt;
Photocopies or faxes of these documents will NOT be accepted.&lt;br /&gt;
&lt;br /&gt;
If you are a temporary foreign national not authorized for employment, you are required to present documentation from SSA verifying you are not eligible for a SSN; Vermont DMV will verify your USCIS number. If you are eligible for employment but do not have a SSN, you are required to obtain and present one. The Vermont DMV will not issue a DL or ID if you have less than 30 days of Lawful Presence remaining. The Vermont DMV will electronically verify your name, date of birth and SSN with the Social Security Administration. Make sure your document is up to date and accurate to avoid delay.&lt;br /&gt;
&lt;br /&gt;
If you need to correct or update information at the SSA, do so several days before you apply for a DL or ID card. For information on how to do this, visit www.ssa.gov. Your SSN will not be listed on your DL or ID. The Vermont DMV will assign you a unique DL or ID number.&lt;br /&gt;

&lt;br /&gt;
===Proof of Vermont residency and current residential address===&lt;br /&gt;
To prove Vermont residency, applicants must provide the following:&lt;br /&gt;
*Two pieces of mail with current name and street address. &lt;br /&gt;
*If mail is not received at the street address, provide any two (2) of the following which show street address:&lt;br /&gt;
**Utility bill -- must list service address.&lt;br /&gt;
**Property tax bill with physical location.&lt;br /&gt;
**Lease or Landlord statement.&lt;br /&gt;
**Vermont EBT (Electronic Benefit Transfer) card or Vermont AIM (Advanced Information Management) identification card.&lt;br /&gt;
**Homeowners/Renters insurance (policy/proof of claim).&lt;br /&gt;
*If the applicant resides with others and gets no mail at their street address:&lt;br /&gt;
**Complete Vermont Residency Certification and submit with application.&lt;br /&gt;
*US Military, Active Duty:&lt;br /&gt;
**If residing in Vermont -- see above.&lt;br /&gt;
**If residing out-of-state -- military ID and proof Vermont is their residence in military records, such as Leave and Earnings Statement or orders.&lt;br /&gt;
*Minors:&lt;br /&gt;
**Parental Residency Affidavit and one (1) parent residency document from above.&lt;br /&gt;
**Parent/Guardian evidence of relationship to applicant.&lt;br /&gt;
&lt;br /&gt;
This requirement pertains to new Licenses, Commercial Driver Licenses, Enhanced Driver Licenses or Non-Driver IDs, however, upon renewal of an applicants Operators License, Commercial Drivers License, Enhanced Drivers License or Non-Driver ID, if the applicant has an out-of-state legal address, he or she is required to provide one of the above documents to prove Vermont residency.&lt;br /&gt;
The residential address you supply must be a street or highway address. It may not be a post office box. In areas where a number and street name have not been assigned, an address convention used by the U.S. Postal Service is acceptable (you may use a post office box as your mailing address).&lt;br /&gt;

===Residency Requirements for a Vermont Learners Permit===&lt;br /&gt;
To prove  Vermont residency, the applicant must provide the Department with one of the documents indicated above. If the applicant is a minor, the parent/guardian will be required to provide one of the residency documents.&lt;br /&gt;
&lt;br /&gt;
If the applicant is not a Vermont resident, he/she may only obtain a Vermont Learners Permit for the purpose of participating in a driver education and training course. The applicant must provide the Department with one of the following:&lt;br /&gt;
*A letter from a school Guidance Counselor stating the student/applicant is to be enrolled in a driver education course, or&lt;br /&gt;
*A letter from a Driver Education School indicating the applicant/student is enrolled in a class.&lt;br /&gt;

&lt;br /&gt;

==Eligibility==&lt;br /&gt;
*Applicants must be at least 15 years old to take the test. Applicants must also be a Vermont resident or a resident of another State enrolled in a Vermont Driver Education &amp;amp; Training.&lt;br /&gt;
*Applicants under the age of 18 must have maintained a clean driving record in the previous two (2) years.  If you have had any recalls, suspensions or revocations, contact DMV as you may be required to serve an additional waiting period.&lt;br /&gt;

A Vermont Learner Permit is provisional and can be recalled. Your permit may also be taken away if your parent or legal guardian withdraws their permission for you to have one.&lt;br /&gt;
