==Procedure==
#The application for obtaining the Aerodrome certificate should be made to the Rwanda Civil Aviation Authority (RCAA).
#The applicant should establish a contact with the Aerodrome inspector who is responsible for validating the property to make sure that everything is in place.
#The applicant will need to ensure that the aerodrome facilities and equipment are compliant with the relevant safety standards. Aerodrome standards are published in an RCAA document named Manual of Aerodromes Standards (MOAS) RCAA-MANAGA001.This document is also posted on the RCAA website (http://www.caa.gov.rw). The MOAS document, and subsequent amendments in hard copies, can be acquired from:

Following are the people who can apply for aerodrome certificate. 
*The owner of the land on which the aerodrome is located.
*The occupier of the land on which the aerodrome is located.
*The actual person or organization be operating the aerodrome. 
If the applicant is not the owner or occupier of the aerodrome, then a written consent of the owner or occupier of the land on which the aerodrome is located will be required.
