The following persons apply for a state document certifying general education :<br><br />
*An interested capable person of full legal age, in person.<br />
*A representative of an interested person, based upon the properly attested Power of Attorney.<br />
*A legal representative of a minor.<br />
*A minor who attained 14 years of age, if holder of Identity Document.<br><br><br />

Power of Attorney may be presented as:<br><br />
*In writing attested by a notary.<br />
*By the way of expressing the consent before the authorized person of the agency by using electronic communication means, if the person expressing the consent might be identified and his/her identity might be established by using the information of the electronic database of the agency<br />
