Each newly-established organization, within 15 days after being approved to be established or registered by the related administrations, should apply for the NOC certificate from the corresponding Quality and Technical Supervision Department with the relevant documents

*A photocopy of the duplicate of the Rep Offices SAIC Registration Certificate (the photocopy must have both sides of the Registration certificate);
*A photocopy of the Rep Offices CIRC Approval Certificate;
*The Rep Offices official seal (the seal that the local Public Security Bureau approved for it); and
*Photocopies of the Chief Representative and the person that has been entrusted with completing the NOC registration process passports;

It usually takes about 5 working days to obtain the Certificate after the application for the Certificate has been submitted.

==Instructions==
*The certificate shall not be rented, lent, infringed, transferred, forged, modified or illegally transacted.
*If the registration items in the certificate incur change, change for registration shall be applied with issuing authority.
*Any organization shall follow relevant regulations to accept annual inspection made by issuing authority.
*When an organization is cancelled or annulled, cancellation for registration shall be made with the original issuing authority, and the code certificate shall be recalled.

==Need for the Document==
Organization Code of the Peoples Republic of China is the sole and unchanged legal code mark for an organization in the territory of the Peoples Republic of China.
The code certificate is the certificate for an organizations legal code mark, made in original and duplicate.

==Information which might help==
Note: Passports would be requested for foreign nationals; Exit-Entry permits would be requested for participants from Hong Kong and Macau; mainland travel permits would be requested for Taiwan residents; army ID cards would be requested for military officers. 
For changing name, the Name Changing certification with an official seal issued by the State Administration of Industry and Commerce is required.

The General Administration of Quality Supervision, Inspection and Quarantine issued the Notice for Foreign News Agencies permanently stationed in China to apply for the Organization Code Certificate with the Ministry of Foreign Affairs in May 2004, then NOC has been used to identify foreign news agencies stationed in China, which was a breakthrough for the application of NOC.
