==Instructions==
Application conditions:

One of the following situations shall not register the change:
*change the brand, model and engine type of the vehicle, but by the State Council department in charge of motor vehicle products promise the optional engine, except;
*changes in the shape of registered motor vehicles and related technical data, except as otherwise provided by law, regulations and national mandatory standards;
*submit proof of all motor vehicles, certificate invalid;
*the vehicle reaches the mandatory retirement of state standards;
*the vehicle is the People's Court, People's Procuratorate, the administrative law enforcement agencies seized or detained;
*(Six) was robbery of a motor vehicle belonging;

Of the following circumstances, without compromising security and identification number plate, the vehicle owner does not need to register the change:
*small, around the mini passenger car to install anti-collision devices;
*the installation of windshield freight vehicles, tanks, toolboxes, spare tire racks;
*enhance the vehicle interior decoration.
