Alabama Drivers who are Temporarily Out of State (Military Personnel, Military Dependents, or College Students), you may apply by post if you have obtained your Alabama driver's license with your picture and signature in the last four years.

Foreign nationals are not eligible to apply for a license by mail. Star ID's cannot be issued by mail.
